Caretips can assist you in registering a Residential Family Centre (known as a ‘Mother and Baby Unit’) with Ofsted. Before commencing this registration, you should understand and accept your legal responsibilities as outlined in law. You must possess the knowledge, skills, experience, time, and commitment required to manage this service safely and effectively. The management and staff must be fit and proper persons to hold their job roles.

Caretips will work alongside you to ensure that you establish a strong foundation for your Residential Family Centre, including governance and quality assurance systems.

What is a Residential Family Centre?

A residential family centre is any place that accommodates children and their parents, assessing, monitoring, or evaluating the ability of the parents to appropriately care for and ensure the child's safety. Residential Family Centres provide advice, guidance, assistance, or counselling to parents.

The Application and Evidence Requirements

The first stage of establishing a family centre is to plan thoroughly, ensuring that you support families and young people safely while meeting regulatory requirements. You must possess the necessary resources, including skills and experience, as well as personal and financial backing. Currently, Ofsted expects to see a business plan and financial forecast. Existing companies that have filed accounts with Companies House will also need to provide these to demonstrate financial viability.

You will be required to provide a clearly defined purpose statement (outlining the objectives of your centre, the services offered, and the manner in which you conduct your work) and policies on equality, accidents, missing persons, bullying prevention, safeguarding and complaints procedures.

You will also need to ensure that planning permission is in place for the building you will be using. Ofsted will also expect proof of insurance or an intention to demonstrate this will be arranged before your organisation begins operations.

The application for your Residential Family Centre must be completed on the government gateway. You are expected to complete your SC1 provider application, where you will identify your governance and include all supporting evidence highlighted above. Your nominated person, registered manager, and anyone listed on the application who will have an active role will also be expected to complete their SC2S as individuals. Ofsted will expect all applications to have a DBS on the update service, including enhanced checks for children.

Help from Scratch for Supported Living Inclusive service for the whole application from planning to submission for both the Provider and registered manager. The service includes support with all aspects of completing your application, supply of key policies, completion of KLOE statements, business plan, statement of purpose, completion of your supporting statement for the registered manager.

This can be paid in two instalments. The first instalment on commission before the start of the application. The second and last instalment becomes due when the CQC approves your application and allocates your application to a regional team for your fit-person interview.
